The detachments of the Armed Forces of the Philippines/Civilian Auxiliary Force Geographical Unit (AFP/CAFGU) produced nothing significant towards developing the livelihood of the people in the region. It failed to solve the basic problems of the people such as low wages, landlessness, high rent of land and farm equipment, low prices of farm products, high loan interest rates, and rising prices of commodities. It has not ended criminality that is greatly alarming the people. Whatever “development” programs they implement are mere lip service (consuelo de bobo), meant to deceive and mislead.
In fact, it has worsened poverty and suffering of farmers and Lumad as they threaten, oppress, control the entry of food and kill leaders and members of organizations fighting for their rights and improving their livelihoods. The military have been breaking apart legitimate organizations who have been helping one another for the good of the people through the exchange of labor or collective farming, to lessen, improve and accelerate farm work. The struggle of farmers to increase prices of agricultural products, lower land rent and others are hindered, even though the families of CAFGUs and regular members of the AFP also benefit from these.
At present there are almost a hundred (100) AFP/CAFGU/SCAA detachments in the region. Several of these have existed for 30-50 years like the detachments in Padiay, Sibagat, Agusan del Sur; Bolhoon, San Miguel, Surigao del Sur; Puting Bato, Cabadbaran, Agusan del Norte; Marga, Tubod, Surigao del Norte and others, yet the conditions of the people in these areas remain poor. It has become the nesting grounds for criminals and instigators of anti-social activities in the barrios such as the use of illegal drugs, gambling, drinking, pornography, rape, adultery, robbery, kidnapping, penile-implants (injecting oil and inserting pellets inside the sexual organs of males) and other crimes.
AFP/CAFGU forces assigned in the detachments are extorting small loggers, miners and other businesses in the area, in connivance with bandit paramilitaries such as the groups of Hasmen Acebedo, Marcos Bocales, Rico Maca and Calpit Igwa. These have become instruments of the capitalists and landlords in grabbing land for imperialist plantations and mines. This is the reason why they have not been able to solve the problem of illegal logging and mining.
It is very clear that the detachments are not meant to provide security to the people as they are using the residents as shields by establishing these (detachments) in the center of the barrios or communities and near chapels, schools and homes. This is a clear violation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) and other international laws on conflict.
On the other hand, if these communities or barrios have not been militarized, if military camps have not been established and legitimate people’s organization have not been destroyed, the people would have continued improving their lives and livelihoods through collective actions and endeavors amid the crisis besetting Philippine society.
This proves that the establishment of AFP/CAFGU detachments are anti-development and are intensifying the suffering of the people. It is but right that the people do away with existing CAFGU/AFP detachments in their areas and oppose plans of establishing more.
Uphold and respect the basic rights of the people. Genuine development can only be achieved through their united, free and democratic actions.

MGA CAFGU/AFP DETATSMENT – KONTRA KALAMBUAN UG WALA MAKASULBAD SA MGA BATAKANG SULIRAN SA KATAWHAN
Walay mahukmanong gibunga ang mga detatsment sa Armed Forces of the Philippines/Civilian Auxiliary Force Geographical Unit (AFP/CAFGU) sa pagpalambo sa panginabuhian sa katawhan sa rehiyon. Wala kini makasulbad sa mga batakang problema sa katawhan sama sa kaubos sa suhulan, kawalay yutang matikad, kataas sa abangan sa yuta ug himang panguma, kaubos sa presyo sa mga produkto sa mga mag-uuma, kataas sa porsyento sa pagpangutang ug kataas sa presyo sa mga palaliton. Wala usab kini makasulbad sa mga kriminalidad nga nakahasol pag-ayo sa katawhan. Kun anaa man silay gihimong mga programa sa “kalamboan” consuelo de bobo lang kini, pagpanglingla ug pagpakaaron-ingnon.
Gani mas gipasamot pa hinoon niini ang kalisod ug kawad-on sa mga mag-uuma ug Lumad, tungod kay ginahulga, gipig-ot, gikontrol ang pagpasulod sa pagkaon ug gipamatay ang mga lider ug membro sa organisasyon nga nanghingusog sa ilang mga katungod ug nagapalambo sa ilang panginabuhian. Ginabungkag sa militar ang mga lehitimong organisasyon nga nagtinabangay alang sa kaayohan sa katawhan sama sa pagbinaloay sa kusog pamuo o hungos aron mapagaan, mapasayon ug mapadali ang ilang mga trabaho sa umahan. Ginasumpo ang pakigbisog sa mga mag-uuma nga alang sa pagpataas sa ilang mga presyo sa produkto, pagpaubos sa abangan sa yuta ug uban pa, nga kun buot hunahunaon bisan ang mga pamilya sa CAFGU o yanong membro sa AFP nakabenipisyo pa niini.
Sa pagkakaron adunay dul-an sa usa ka gatus (100) ka detatsment sa AFP/CAFGU/SCAA sa tibuok rehiyon. Ang pipila niini mikabat na sa 30-50 ka tuig nga nagtunhay sama sa detatsment sa Padiay, Sibagat, Agusan del Sur; Bolhoon, San Miguel, Surigao del Sur; Puting Bato, Cabadbaran, Agusan del Norte; Marga, Tubod, Surigao del Norte ug uban pa, apan ang kahimtang sa katawhan niining maong mga lugar nagpabiling nag-antos sa tumang kakabus. Nahimo pa kining mga pugaran sa mga kriminal ug tigpasiugda sa mga anti-sosyal nga binuhatan sa baryo sama sa paggamit sa ginadiling droga, pagsugal, pag-inom, pornograpiya, pagpanglugos, pagpangabit, pagpangawat, pagpanulis, pagpangidnap, penile-implant (pag-inject og oil ug pagbutang sa mga bulitas ngadto sa kinatawo sa lalaki) ug uban pang mga krimen.
Nangilkil o nangutong ang mga pwersa sa AFP/CAFGU nga anaa sa mga detatsment ngadto sa mga nangahoy-kahoy, sa mga minero ug uban pang mga negosyo sa lugar nga kakunsabo ang mga bandidong paramilitar sama sa grupo ni Hasmen Acebedo, Marcos Bocales, Rico Maca ug Calpit Igwa. Nahimo pa kining mga instrumento sa mga kapitalista ug mga agalong yutaan sa pagpangilog og yuta alang sa imperyalistang plantasyon ug minahan. Maong dili nila masulbad ang problema sa illegal logging ug mining.
Labaw nga dili usab pagprotektar sa seguridad sa katawhan ang katuyuan sa maong mga detatsment tungod kay gihimong taming ang mga lumulupyo pinaagi sa pagtukod niini diha sa sentro sa baryo o komunidad ug duol sa simbahan, eskwelahan ug kabalayan. Paglapas kini sa Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) ug uban pang mga internasyonal nga balaod sa gubat.
Sa pikas bahin, kun wala pa unta gimilitarisa, gitukuran og mga kampo militar ug gibungkag ang mga lehitimong organisasyon sa katawhan sa mga komunidad o kabaryohan, mahimong anaa na sa yugto sa padayong paglambo ang pamuyo ug panginabuhian sa katawhan tungod sa ilang hiniusang kusog sa paglihok ug pagpaningkamot taliwala sa krisis sa katilingbang Pilipino.
Nagpamatuod lang kini nga kontra-kalamboan ug dugang nagpalisod sa katawhan ang pagpangtukod og mga CAFGU/AFP detatsment. Angayan lang nga papahawaon sa katawhan ang kasamtangang nagtunhay nga mga CAFGU/AFP detatsments gikan sa ilang mga lugar ug batukan ang plano sa dugang pang pagpangtukod niini.
Ilhon ug respetuhon ang mga batakang katungod sa katawhan. Ang tinuod nga kalamboan makab-ot lang pinaagi sa ilang hiniusa, gawasnon ug demokratikong paglihok.
