The International Criminal Court (ICC) Office of the Prosecutor reissued on February 13 the Document Containing the Charges (DCC) detailing the cases against former president Rodrigo Duterte. The document now named additional individuals the prosecution considers Duterte’s co-perpetrators in carrying out crimes against humanity.

“We’ve seen the DCC before—it was filed in July 2025 but only made public in September—but this is the first time significant details have been disclosed,” Atty. Kristina Conti, lawyer for the victims, said.

The document cites as co-perpetrators former Philippine National Police (PNP) chief Ronald “Bato” Dela Rosa; former PNP counter-intelligence and operations director, CIDG operations head, and MPD director Vicente Danao; former PNP operations chief Camilo Cascolan (deceased); former NCRPO chief and later PNP chief Oscar Albayalde; Duterte’s former special assistant Bong Go; former NBI director Dante Gierran; former PDEA director Isidro Lapeña; and former Department of Justice secretary Vitaliano Aguirre II. Except for Aguirre, all these were with Duterte since his time as Davao City mayor.

“This shows that the plan was not only to implement the killings, but also to ensure impunity,” Conti said. She was referring to the involvement of the chiefs of agencies that should have investigated the killings, including the judiciary. She added that the document also shows the “war on drugs” began in Davao.

Additional details may be revealed during the confirmation of charges hearing set for February 23.
