A severe flash flood this May recently forced hundreds of residents from low-lying, riverside communities in Davao City to evacuate. This was caused not by a storm but by continuous rains from the night of May 18 until the morning of May 19.

Overflowing Davao, Matina, and Bunawan rivers submerged at least 11 barangays. A 21-year-old man was reported killed by electrocution after rushing flood swept him away in New San Isidro, Barangay Buhangin. The large volume of rain also destroyed Callawa Bridge, seriously disrupting transport.

The flooding is being blamed on failed flood control and the city’s faulty planning and drainage system. River siltation and widespread watershed deforestation also contributed to the flash flood.

On the day the city was submerged, ACT Teachers Party-list Rep. Antonio Tinio filed a formal complaint with the Office of the Ombudsman to investigate the city’s flood control projects.

The investigation covers 80 flood-control contracts between 2019 and 2022 in Davao City’s first district worth ₱4.35 billion. Rep. Paolo Duterte sits as the first district as its congressman. Meanwhile, his brother Sebastian governs the entire city as its mayor.

The Ombudsman has already issued subpoenas for documents on the Davao and Matina river projects. A memorandum from the Department of Public Works and Highways supported this.
