The New People’s Army in North Eastern Mindanao Region (NPA-NEMR) salutes and givestribute to the Communist Party of the Philippines (CPP) on the occasion of the 51st anniversary of its re-establishment, celebrated today, December 26, 2019. The correct leadership of the CPP of the revolutionary movement in the region is the main reason that it remains dedicated in fighting and exposing the tyranny of the ruling system under the leadership of the killer Duterte.
The correctness of the absolute leadership of the CPP over the NPA has been demonstrated, as it has not been destroyed by the increasingly worsening attacks. The US-Duterte regime, with its AFP/PNP, failed to destroy even a single guerilla front in NEMR. The NPA in all guerilla fronts, were able to effectively combat the unrelenting attacks of the AFP/PNP which used its bragged about modern warfare, especially its bomber planes.
The NPA-NEMR maintained and defended its areas against attempts by the AFP/PNP to destroy these to prevent the maneuvers of the NPA forces in the region. The NPA’s familiarity of the mountains is significant in successfully maneuvering, fighting and thwarting attacks during widespread operations of the AFP/PNP.
The correctness of guerilla warfare has been proven because not a single guerilla front in the region have been destroyed, despite being a small armed force equipped with high caliber firearms. On the other hand, its enemy AFP/PNP used its bragged about modern equipment, especially bomber planes which it often utilized to attack the NPA forces. The guerilla forces must ensure that they will not become specific targets of enemy attacks, especially by bombings.
The farmers, Lumad and other sectors are not deceived by the chicanery and threats of the AFP/PNP with their NTF/RTF-ELCAC. The people cannot turn their back from what they have benefitted from by waging revolution with the CPP, NPA and NDFP for so many years. The people know that they would have been driven away from the mountains if not for the NPA and the revolutionary forces’ successful campaign against large scale logging, and the continuing resistance against large scale mining and plantations. These will dislocate the people and destroy the environment.
The people in the areas where the NPA operate cannot forget the delivery of health services, education and above all, the CPP, NPA and NDFP’s help in developing agriculture through various methods.
The areas where the NPA operate continue to be a never-ending source of fighters for the NPA and CPP. But these must be further consolidated and broadened. The creative launching of anti-feudal struggles and varied forms of agrarian revolution will hasten expansion and consolidation of our areas. These will also be the basis for successful tactical offensives to confiscate firearms for the NPA and the struggling people.
All these are further reasons why subsequent undertakings of the fascist US-Duterte regime will fail.

PAKYAS ANG REHIMENG US-DUTERTE UG AFP/PNP SA PAGGUBA BISAN USA KA PANGGUBATAN SA NEMR!
Ang Bagong Hukbong Bayan sa NorthEastern Mindanao Region (BHB-NEMR) nagpadangat sa iyang mga pagsaludo ug pagpahalipay sa ika-51 nga anibersaryo sa pagkatukod-balik sa Partido Komunista ng Pilipinas (PKP) nga gisaulog karon adlawa, Disyembre 26, 2019. Ang hustong pagpangulo sa PKP sa rebolusyonaryong kalihukan dinhi sa rehiyon mao ang pinakarason nga nagpabilin kining lig-on nga nagsukol ug nagbutyag sa mga kabangis sa tibuok nagharing sistema ubos sa liderato sa berdugong Duterte.
Ang absolutong pagpangulo sa PKP ngadto sa BHB, nagpakita sa kahusto niini, kay wala kini maguba sa nagkagrabeng mga pagpangatake. Pakyas ang rehimeng US-Duterte uban sa iyang AFP/PNP sa pagbungkag bisan usa ka panggubatan sa NEMR. Nasuklan sa BHB sa tanang panggubatan ang walay puas nga pangatake sa AFP/PNP gamit ang gipasiatab niini nga mga modernong kahimanan sa gubat, ilabina ang pangbombang-kahanginan.
Nasustini ug nadepensahan sa BHB-NEMR ang mga eryang langkob niini batok sa laraw nga gubaon sa AFP/PNP ug, sa ingon, dili na makamaniobra ang mga pwersa sa BHB sa rehiyon. Mahinungdanon ang kasuhito sa BHB sa kabukiran nga wala mapugngi ang maniobra, pagsukol ug pag-alkontra niini sa mga atake sa mga dagkung operisyon sa AFP/PNP.
Gipamatud-an ang kahusto sa gerilyang pakiggubat tungod kay walay bisan usa sa mga panggubatan sa rehiyon ang nabungkag, bisan gamay pa kini nga pwersa nga armado lang sa tag-as nga kalibreng mga armas. Samtang, ang kontra niini nga AFP/PNP nagbaton sa mga gipanghambog niini nga mga modernong kahimanan, ilabina ang mga pangbombang-kahanginan ug makanunayon na kining gigamit sa pag-atake sa mga pwersa sa BHB. Angayang huptan sa mga gerilyang pwersa nga dili mamahimong tinong target sa mga pangataki sa kaaway, ilabina sa pagpangbomba.
Wala magpailad ang mga mag-uuma, Lumad ug ubang sektor sa mga panglingla ug panghadlok sa AFP/PNP uban sa ilang NTF/RTF-ELCAC. Dili mahimong talikdan sa katawhan ang mga naangkong kaayohan sa ilang pagrebolusyon uban sa PKP, BHB ug NDFP sa dugay nang katuigan. Matngon ang katawhan nga dili sila makalahutay sa pagpabilin sa kabukiran kun wala molampos ang BHB ug tibuok rebolusyonaryong pwersa nga dili na mahibalik ang mga dagkung logging, ug ang padayon pang pagbabag sa mga dagkung minahan ug plantasyon. Kini, magdislokar sa katawhan ug magguba sa kinaiyahan.
Dili usab mabalewala sa katawhan sa mga erya sa BHB ang mga natagamtaman niini nga mga serbisyo sa panglawas, edukasyon ug labaw sa tanan ang pagtabang sa PKP, BHB ug NDFP nga mapalambo ang ilang panguma sa daghang pamaagi.
Padayon nga usa ka dili mahubsan nga tinubdan sa sampa alang sa BHB ug PKP ang mga eryang nalihokan niini. Apan kinahanglan pa kining ikonsolida ug palapdon. Ang mamugnaong paglunsad sa mga anti-pyudal nga mga pakigbisog ug lainlaing porma sa agraryong rebolusyon makapapaspas sa pagpalapad ug pagkonsolida sa atong mga erya. Kini usab ang mamahimong sukaranan sa malampusong mga taktikal nga opensiba aron makasakmit og mga armas alang sa BHB ug sa katawhang nakigbisog.
Kining tanan naghatag og dugang basehanan aron labaw pang mapakyas ang sunod nga mga pakana sa pasistang rehimeng US-Duterte.
