The Regional Political Department of the New People's Army in Southern Mindanao issues this statement to the public regarding the continued covert troop movements of the 10th Infantry Division of the Armed Forces of the Philippines. Reports from the field showed that forces of the Government of the Republic of the Philippines belonging to the 1003rd Brigade-10th Infantry Division-Eastern Mindanao Command-AFP are moving men and materiel in Paquibato District, Davao City.
These surreptitious moves cannot simply be dismissed as mere routine movements:
- 10 December, Friday, enemy troops on board two 6×6 military trucks arrived in the interior Barangay Mapula in Paquibato, Davao City;
- 14 December, Tuesday early morning, another batch of enemy troops on board three 6×6 military trucks arrived in the nearby Barangay Pandaitan, Paquibato;
- 15 December, noontime up to 3 pm, three AFP attack helicopters back up the additional enemy troops deployed in sitio Ranso in Barangay Pandaitan; in sitio Manipis in Barangay Paquibato proper; in sitio Quiambao and sitio Damilag in Barangay Mapula; in Purok 6 in Barangay Salapawan; and in sitio Nursery in Barangay Malabog. The above areas are in the interior and Davao hinterland communities in Paquibato.
This 10th ID-AFP forward deployment in Paquibato smacks of duplicity and is tantamount to armed provocation. The NPA strongly urges the AFP to cease these offensive maneuvers in the guerilla territories as it only increases the risk of armed engagements. This is also an act of bad faith on the part of the Government of the Republic of the Philippines which has issued a 19-day ceasefire with the National Democratic Front of the Philippines.

Ang Regional Political Department sa New People's Army-Southern Mindanao nagpadangat ning pamahayag ngadto sa publiko aron ibutyag ang padayong sikretong paglihok sa mga tropa sa 10th ID-AFP. Ang mga taho gikan sa panggubatan nagpakita nga ang mga tropa sa GRP ilalom sa 1003rd Brigade-10th Infantry Division-Philippine Army nagpakatag og mga tropa ug kahimanang iggugubat sa Paquibato District, Davao City.
Kini nga mga nilipot nga lakang dili simpleng matawag nga kasarangang paglihok:
- Disyembre 10, Byernes, duha ka 6×6 nga trak nga puno sa mga kaawayng tropa ang miabot sa hilit nga bahin sa Barangay Mapula sa Paquibato, Davao City;
- Disyembre 14, Martes sa sayong kabuntagon, laing hugpong sa mga tropa sa kaaway nga lulan sa tulo ka siksbay ang miabot sa kanait nga Barangay Pandaitan, Paquibato;
- Disyembre 15, gikan udto kutob alas tres sa hapon, tulo ka attack helicopters sa AFP ang mibak-ap sa dugang tropa sa kaaway nga gibubo sa Sitio Ranso sa Barangay Pandaitan, sa Sitio Manipis sa Barangay Paquibato Proper; sa Sitio Quiambao ug Sitio Damilag sa Barangay Mapula, sa Purok 6 sa Barangay Salapawan; ug sa Sitio Nursery sa Barangay Malabog. Ang maong mga lugar anaa sa interyor ug hilit nga komunidad sa Paquibato.
Kini nga mga forward deployment sa 10th ID-AFP sa Paquibato nagpakita sa pagkamalimbongon sa AFP ug walay kalainan sa armadong pagpanghagit. Hugot nga giawhag sa NPA ang AFP nga undangon kini nga mga opensibang maniobra tungod kay ginapadaku lamang niini ang peligro sa pag-ulbo sa mga armadong panagsangka. Kini usab usa ka pagpakita sa dautang laraw (act of bad faith) sa kabahin sa Gobyerno sa Republika sa Pilipinas nga dunay gi-isyu nga 19-adlaw nga ceasefire tali sa National Democratic Front of the Philippines.
