The National Democratic Front of the Philippines in Rizal (NDFP-Rizal) and the whole revolutionary movement in Rizal province expresses its full support to the declaration of unilateral ceasefire of the Central Committee of the Communist Party of the Philippines (CPP-MLM) and its Military Commission The ceasefire was issued in solidarity with the Filipino people’s traditional celebrations of the Christmas and New Year holidays, and to give opportunity to the revolutionary masses to join various activities to mark the CPP’s 43rd foundation anniversary on December 26, 2011.
In connection with this, all armed troops of the revolutionary movement in Rizal province under the Narciso Antazo Aramil Command (NAAC-NPA-Rizal), including its people’s militias and armed city partisans, shall cease and desist from carrying out offensive operations against the armed units and personnel of the Armed Forces of the Philippines (AFP), Philippine National Police and paramilitary CAFGU starting at 12:01 early morning of 24 December 2011 until 11:59 midnight of 26 December 2011; and on 12:01 early morning of 31 December 2011 until 11:59 midnight of 2 January 2012.
Within the said period, all officers and members of the AFP-CAFGU and PNP who have no serious liability other than their membership in their armed units shall not be subjected to arrest and punitive actions. They will be allowed individually to enter the territory of the people’s democratic government in Rizal Province to make personal visits to relatives and friends.
While the unilateral ceasefire is in effect, NAAC troops including the people’s militia and armed city partisans shall be in a defensive mode and shall remain vigilant against any encroachment on the territory of the people’s democratic government, surveillance or offensive operations by the armed commands and units of the GPH (government of the Republic of the Philippines). They must actively defend themselves and must be ready to engage battle once subject to attack by AFP-CAFGU and PNP troops.
Despite the Philippine government’s issuance of a ceasefire starting 16 December 2011, units of the enemy armed forces and police forces in Rizal Province such as the 2nd Infantry Division of the Philippine Army (2nd ID-PA), 16th Infantry Battalion – PA, 59th IB-PA, 76th IB-PA, all of AFP troops, and the maneuver batallions of Special Action Forces-PNP, continue to carry out surveillance and population control operations in accordance with the GPH’s Oplan Bayanihan war of suppression.
AFP and PNP troops in Rizal province are continuously violating their own declared ceasefire. They are still launching offensive military operation in the towns of Jala-jala, Pililia, Tanay, Baras, Rodriguez and Antipolo City under the guise of conducting peace and development operations. Until now, AFP and PNP troops in Rizal are not yet returning to their barracks to implement their own ceasefire. It is therefore imperative for NAAC-NPA units to be vigilant and be always on active defense mode.
We wish that all AFP-PNP troops can be with their families this Christmas and New Year..To ensure that this happens, we are calling on the junior officers of the AFP and PNP and the ordinary foot soldiers to disobey any orders from your senior AFP-PNP officers namely; Col. Ed Ańo of 201st Brigade, Major Gen. Romulo Bambao of the 2nd ID-PA, and Maj. Gen. Ronald Detabali of the Southern Luzon Command of the AFP.to engage in military operations inside the territories of the People’s Democratic Government in Rizal Province.
They are just making you as pawns for their ambition to be promoted. If ever your AFP-PNP senior officers force you to launch military operations, avoid going inside revolutionary territories. Don’t have yourself be killed just to protect the rich oppressors and exploiters. If by any circumstance you encountered NAAC-NPA troops, you can avoid getting killed by immediately surrendering. Once you surrender, you will be accorded all your rights stipulated under international war protocols.
