On May 14, 2018 the reactionary government of the Philippines will hold another round of the bourgeois elections. Although merely a Barangay and Sangguniang Kabataan election, a flood of political promises and money for vote buying is to be expected. For sure, anyone running for barangay captain/chairperson and counselor is a candidate of and funded by big politicians, to serve as foundation or asset for the upcoming local and national elections in 2019.

Barangay elections are no different from past polls, a reactionary election intended to strengthen the ruling exploitative and oppressive classes in the Philippines.

Accordingly, the revolutionary movement do not believe that reactionary elections will solve the basic problems of the Filipino people. The country’s bourgeois elections will never pave the way towards the establishment of the rightful power of exploited and oppressed people.

However, in view of the current political situation, the National Democratic Front of the Philippines-North Eastern Mindanao Region (NDFP-NEMR) sees the need for guidelines for candidates campaigning in barrios and to enable voters to exercise their right to freely select good candidates who will sincerely serve the people’s interests.

Inside NDFP areas in the region, all candidates are called upon to adhere to the following guidelines:

• Candidates are prohibited from carrying firearms while campaigning to prevent them from harassing the people even though they have been allowed by the COMELEC to bring armed escorts;
• All candidates are prohibited from being accompanied by the military/paramilitary and AFP forces implementing Community Organizing for Peace and Development (COPD) while campaigning, as it will influence, force and employ psywar upon voters to support a candidate;
• Candidates and their campaigners are prohibited from holding counter-revolutionary activities inside the area such as intelligence gathering and maligning or sowing intrigue against the revolutionary movement and spreading violence or harassing voters or rival candidates;
• It is also prohibited to take along persons who committed grave crimes against the people and revolutionary movement (bad elements such as criminals, drug lords and others), while campaigning in the barrios, as they are targets of military actions of the NPA;
• Vote buying is strongly prohibited.

It is best that candidates coordinate with the local units of the New People’s Army (NPA) for further clarification of these guidelines while campaigning inside NDFP areas.

The people are called upon to resist the attempts of the military and big politicians to coerce or be affected by psywar into choosing a candidate on election day.

The regional command of the NPA-NEMR orders all units under its command to strictly implement these guidelines inside revolutionary areas. At the same time, all units of the NPA are also ordered to adhere to the firm discipline and policies of the New People’s Army and the People’s Democratic Government as they enforce these guidelines.

MGA ANGAYANG SUNDON SA MGA KANDIDATO DIHA SA PAGPANGAMPANYA SA BARANGAY ELEKSYON SULOD SA ERYA SA NDFP

Karong umaabot nga Mayo 14, 2018 laing hugna na usab sa pasundayag sa burgis nga eleksyon ang ipahigayon sa reaksyonaryong gobyerno sa Pilipinas. Bisan tuod kun kini Barangay ug Sangguniang Kabataan lang nga eleksyon apan laumang mobaha na usab ang mga saad sa mga pulitiko ug kwarta nga ipamalit sa boto. Tungod kay segurado nga ang matag kapitan/tsirman ug konseho nga modagan gimanok ug gipundohan sa dagkung mga pulitiko aron himoong pundasyon o puhunan sa umaabot nga eleksyong lokal ug nasyonal sa 2019.

Walay kalahian ang barangay eleksyon sa hulagway sa mga nangaging eleksyon, usa ka reaksyonaryong eleksyon ug nagpalig-on sa mga mapahimuslanon ug madaugdaugong hut-ong nga naghari sa Pilipinas.

Busa, ang rebolusyonaryong kalihukan wala nagaila sa reaksyonaryong eleksyon nga makasulbad sa mga batakang suliran sa katawhang Pilipino. Dili mahimong dalan sa pagtunhay sa tinuod nga gahum sa katawhang pinahimuslan ug dinaugdaug ang burgis nga eleksyon sa atong nasud.

Apan subay sa kasamtangang nagatunhay nga pulitikanhong kahimtang, ginakonsidera sa National Democratic Front of the Philippines-North Eastern Mindanao Region (NDFP-NEMR) ang panginahanglan sa mga kandidato nga mangampanya diha sa ilang mga baryo ug mapasibaw sa mga botante ang ilang mga katungod sa gawasnong pagpili sa mga maayong kandidato nga tinuod nga moserbisyo sa interes sa katawhan.

Sulod sa erya sa NDFP sa rehiyon, ang tanang mga kandidato giawhag nga mosubay sa mga angayang sundon nga mao ang mosunod:

• Ginadili ang pagdala og armas sa mga kandidato atol sa pangampanya aron malikayan nga dili makahasi ngadto sa katawhan bisan gitugutan pa sila sa COMELEC nga magdala og armadong escort;
• Ginadili ang si bisan kinsang kandidato nga mangampanya nga makig-uban sa mga militar/para-militar ug mga pwersa sa AFP nga nagpahigayon sa Community Organizing for Peace and Development (COPD) nga mag-impluwensya, mamugos ug mangsaywar sa mga botante kun si kinsa ang ilang suportahan;
• Ginadili sa mga kandidato ug sa ilang mga tigpangampanya sa paghimo og mga kontra-rebolusyonaryong aktibidad sulod sa erya sama sa pagpaniktik ug pagpangdaut o pagpang-intriga batok sa rebolusyonaryong kalihukan ug pagsabwag og kabangis o panghulga sa mga botante o kaatbang nga kandidato;
• Ginadili usab ang pagpakuyog sa mga tawo nga may bug-at nga krimen batok sa katawhan ug sa rebolusyonaryong kalihukan atol sa ilang mga pagpangampanya sa baryo tungod kay target sila (mga dautang elemento sama sa mga kriminal, drug lords ug uban pa) sa aksyong militar sa BHB;
• Hugot nga ginadili ang pagpamalit og boto.

Labing maayo nga makigkoordina ang si bisan kinsang mga kandidato ngadto sa mga hingtungdang yunit sa Bagong Hukbong Bayan (BHB) aron sa dugang pagpatin-aw niining maong mga angayang sundon sa mga kandidato diha sa pagpangampanya sulod sa mga erya sa NDFP.

Ginaawhag ang katawhan panahon sa adlaw sa piniliay nga dili magpagawong o magpasaywar sa militar ug dagkong pulitiko kun si kinsa ang ilang pagapilion.

Ang pangrehiyong kumand sa BHB-NEMR nagmando na sa tanang mga yunit ubos sa iyang kumand nga hugot ipatuman kining mga angayang sundon sulod sa mga rebolusyonaryong erya. Sa pikas bahin, gipahinumdoman usab ang tanang mga yunit sa BHB nga huptan diha sa pagpatuman niini ang hugot nga disiplina ug mga lagda sa Bagong Hukbong Bayan ug sa Demokratikong Gobyerno sa Katawhan.
