The National Democratic Front (NDF) – Negros expresses its grief for the more than a hundred lives lost caused by landslides in Itogon, Benguet and City of Naga, Cebu after Typhoon Ompong. The devastation brought about by grave damage to the environment is a result of large-scale mining and quarrying by foreign multi-national corporations (MNC) in partnership with local big compradors.

To save face, Department of Environment and Natural Resources (DENR) secretary Roy Cimatu ordered the immediate suspension of quarry operations all over the country to show its phoney concern for the danger it brings. But after only a few days the quarry ban was lifted. Clearly the pressure of big mining interests in the country is irresistible. Duterte’s tirade against large-scale mining and quarrying is only a worn out old song as Duterte has always acted for his bureaucrat capitalist interests and in favor of his wealthy patrons and benefactors.

The quarry ban lifting further exposes the pro-imperialist, anti-people character of the US-controlled Duterte regime. It only gives lip service to the Filipino people. Amid skyrocketing prices of basic goods especially rice and the wave of increases in oil prices, Duterte has remained silent on these matters and is instead generating issues blown out of proportion to distract the people from the ailing conditions of the country such as Trillanes’ arrest, Mocha Uson’s blunders and Duterte’s wildest delusion of a collaboration between the Magdalo group, the Liberal Party and the Communist Party of the Philippines and New People’s Army to oust him this October.

The local governments in Negros are no different from its national counterpart. Negros Occidental Governor Alfredo Marañon and Negros Oriental Governor Roel Degamo are puppets of the US-Duterte regime in the implementation of neoliberal policies that destroy the Philippine economy and the environment.

NDF Negros challenges the provincial governments to put a stop to destructive mining and quarry operations. These are rampant in the whole island especially in southern Negros. Particularly in Kabankalan City, not less than 20 quarry operations are currently operating. Will local government react only when there is a death toll and after they have already satisfied their bulging pockets with people’s money?

The NDFP’s proposal for the Comprehensive Agreement on Social and Economic Reforms does not allow destructive mining and quarry operations all over the country. Duterte’s cancellation of peace talks with the NDFP deprived the Filipino people of CASER’s programs on National Industrialization and Economic Development and Agrarian Reform and Rural Development that address the roots of the problems of the Filipino people.

Until the country is under the auspices of US imperialism and is dominated by big compradors and land lords, the exploitation and oppression of the Filipino people will continue. The people’s democratic revolution thru a protracted people’s war remains as the solution for the people to achieve genuine freedom and national liberation.###

Ang National Democratic Front (NDF) — Negros nagapahayag sa iya pagsubo sa ginatos ka mga kabuhi nga nahunos bunga sa mga pagtiphag sang duta sa Itogon, Benguet kag sa syudad sang Naga, Cebu matapos ang bagyong Ompong. Ang katalagman tuga sang grabe nga kahalitan sa kapalibutan resulta sang malaparan nga pagmina kag pag-quarry sang mga dumuluong nga multi-nasyunal nga korporasyon kahimbon ang mga lokal nga dalagku nga komprador.

Agud tabunan ang kaugalingon nga kahuy-anan, ang sekretaryo sang Department of Environment and Natural Resources (DENR) nga si Roy Cimatu nagmando sa hinali nga pagsuspendir sa mga operasyon pang-quarry sa bug-os nga pungsod agud ipakita ang ila peke nga pagkabalaka sa peligro nga gindulot sini. Apang matapos ang pila ka adlaw, ang ban sang pag-quarry ginbawi. Athag lamang nga ang duso sa interes sang mga dalagku nga minahan indi gid nila mapunggan. Ang pagpakunokuno ni Duterte sa pagpamatok sa malaparan nga pagmina kag pag-quarry isa lamang ka karaan na nga ambahanon bangud si Duterte permi kag tampad nga nagahulag para sa iya burukratikong kapitalista nga interes kag pabor sa iya mga manggaran nga tagsuporta.

Ang pagbawi sa ban sang pag-quarry dugang nga naghublas sa pro-imperyalista, kontra-pumuluyo nga kinaiya sa kontrolado sang US nga Duterte rehimen. Nagapanikal lamang ini atubang sa pumuluyong Pilipino. Sa tunga sang nagasarurot nga presyo sang mga sandigan nga balaklon ilabina sa bugas kag sa mga serye sang pagsaka sa presyo sang gatong, si Duterte nagapabilin nga hipos sa ini nga mga halambalanon kag sa baylo, nagtuga sang sobra nga ginpadaku nga mga isyu nga naga-waring sa pumuluyo halin sa nagapamigado nga kahimtangan sang pungsod kaangay sa pag-aresto ni Trillanes, mga blunder ni Mocha Uson kag tuman ka daku nga dalamguhanon ni Duterte nga kuno may ara kolaborasyon sa tunga sang grupong Magdalo, Liberal Party kag Communist Party of the Philippines kag New People’s Army agud pahalinon siya sini nga Oktubre.

Ang mga lokal nga gobyerno sa Negros wala sang kinatuhay sa pungsodnon nga lebel. Ang Negros Occidental nga gobernador nga si Alfredo Maranon kag Negros Oriental nga gobernador nga si Roel Degamo pareho nga ido-ido sang rehimen nga US-Duterte sa pagpatuman sang mga neoliberal nga polisiya nga nagahalit sa ekonomiya sang Pilipinas kag kapalibutan.

Ginahangkat sa NDF Negros ang mga gobyerno probinsyal agud untaton ang mga makahalalit nga operasyon pangmina kag pang-quarry. Madata ini sa bug-os nga isla ilabina sa nabagatnan nga bahin sang Negros. Partikular sa syudad sang Kabangkalan, indi magnubo sa 20 ka operasyon pang-quarry ang naga-opereyt subong. Ayhan, magasabat lamang ang lokal nga gobyerno kon may ara na madamo nga magakalamatay kag matapos nga mapuno ang ila nagahabok nga mga bursa gamit ang kwarta sang pumuluyo?

Ang proposal sang NDFP para sa Comprehensive Agreement on Social and Economic Reforms (CASER) wala nagapahanugot sa mga makahalalit nga operasyon pangmina kag pang-quarry sa bug-os nga pungsod. Ang pagkanselar ni Duterte sa Istoryahanay Kalinong sa tunga sang NDFP nagadingot sa pumuluyong Pilipino sa mga programa sang CASER para sa Pungsodnon nga Industriyalisasyon kag Pang-ekonomiya nga Kauswagan kag Repormang Agraryo kag Rural nga Kauswagan nga nagasabat sa mga ugat sang mga prolema sang pumuluyong Pilipino.

Samtang magapabilin ang pungsod sa idalom sang Imperyalismong US kag ginahari-an sa mga dalagku nga komprador kag agalon-may-duta, ang pagpanghimulos kag pagpamigos sa pumuluyong Pilipino magapadayon. Ang demokratikong rebolusyon sang banwa paagi sa pangmalawigon nga inaway banwa nagapabilin bilang solusyon para sa pumuluyo agud lab-oton ang matuod — tuod nga kahilwayan kag pungsodnon nga paghilway.###
