OPPOSE THE 2nd TRAIN LAW PACKAGE THAT WILL FURTHER BURDEN THE PEOPLE
The 2nd TRAIN Law package of the US-Duterte regime to be implemented before the end of 2018 is but another burden to the Filipino people. It will lower the Corporate Income Tax (CIT) or tax of large corporations owned by big foreign capitalists and big bourgeoisie compradors. It is an additional incentive for foreign investors in the country. This does not include the tax holidays and exemptions that the government have already given to the capitalists under liberalization. Furthermore, the US-Duterte regime cannot dictate the prices of goods because these are controlled by the capitalists.
The lowering of the CIT of large corporations and giving additional incentives to foreign investors, favor foreign and local businesses in the country. This will result in further exploitation of the labor force for profit.
In line with the US-Duterte regime’s intentions, the TRAIN Law is implemented to fund its grandiose Build, Build, Build program. The lowering of CIT of large corporations will decrease the government’s supply of funds. Where, then, will the funds come from? In short, aside from the unsolved crisis of rising prices of basic commodities, the people will shoulder additional taxes and debt payments to fund these projects. The grave effects of the first TRAIN Law package will continue.
The current thrusts of the US-Duterte regime are mining, plantations, portfolio investment (which do not create actual jobs), semi-processing industries and infrastructure that does not guarantee decent and sustainable job creation. With the expansion and escalation of contractualization among workers, wages will further diminish, they will have fewer benefits and would have no job security. The reserve army of workers will increase due to the destruction of local businesses, displacement of farmers and Lumad due to land grabbing and lack of basic industrialization that would create jobs, among others. Aside from these, criminality (robbery, drugs, killings) in the country will escalate due to poverty.
In the CARAGA region, the people are suffering immense difficulties under the first TRAIN Law package. The constant rise of gasoline prices has resulted to the never-ending increase of prices of basic commodities such as rice and food stuff. Fares and utility bills like electricity and water, are also rising.
Aside from the rising prices of basic commodities, wages of workers and farm workers remain low and they are constantly threatened with joblessness because of contractualization. On the other hand, the prices of farm products are getting lower and rent for land and farm implements, prices of farm inputs and loan interests, are going up.
To alleviate the effects of the TRAIN law, the US-Duterte regime continue to use 4P’s and rice subsidies to ease poverty, but these are only an appeasement of the people’s anger. In reality, it does not solve the problem of rising prices of goods. The fund has become a source of corruption by government officials.
The first TRAIN Law package has also been affecting the middle forces such as teachers, lawyers, doctors and other professionals as they are also victims of low wages while their expenditures are increasing.
Duterte has shown the public that he is not for the people. His pressing for the implementation of the second TRAIN Law package demonstrates his puppetry to imperialist countries.
He is more and more isolated from the people because of his anti-people and criminal actions. In fact, protest actions in the country side and cities are expanding and escalating, not only to demand for the withdrawal of the TRAIN Law and other anti-people and anti-democratic laws, but the people are also calling for the ouster of Duterte from power.
The people can no longer hope that the current regime will solve poverty in the country. It is only through the People’s Democratic Revolution with a socialist perspective that the people can achieve genuine justice and equality in economy, politics and culture, military and foreign relations.
Scrap TRAIN law!

BABAGAN ANG IKADUHANG PAKETE SA TRAIN LAW NGA DUGANG MAGPALISOD SA KATAWHAN
Lain na usab nga dugang magpalisod sa katawhang Pilipino ang mosunod nga ikaduhang pakete sa TRAIN Law sa rehimeng US-Duterte nga planong ipatuman niya sa dili pa mahuman ang tuig sa 2018. Tumong niini nga paubsan ang Corporate Income Tax (CIT) o buluhisan sa mga dagkong korporasyon nga gipanag-iyahan sa dagkung langyaw nga kapitalista ug mga dagkung burgesya komprador. Maghatag usab kini og dugang insentibo ngadto sa mga langyaw nga mamumuhunan sa nasud. Wala pay labot niini ang mga tax holidays ug exemptions nga gihatag sa gobyerno ngadto sa mga kapitalista nga nagtunhay na daan ubos sa liberalisasyon. Gawas pa, dili madiktahan sa rehimeng US-Duterte ang mga presyo sa palaliton tungod kay kontrolado mismo kini sa mga kapitalista.
Ang pagkunhod sa CIT sa mga dagkung korporasyon ug paghatag og dugang insentibo sa mga langyaw’ng mamumuhunan, maghatag og dakung pabor sa mga langyaw ug lokal nga negosyante sa nasud. Magresulta kini sa hilabihang pagpahimulos sa kusog pamuo sa katawhan alang sa ginansya.
Subay sa tumong sa rehimeng US-Duterte, ang TRAIN law gipatuman aron pondohan ang grandyosong programa nga Build, Build, Build. Ang pagpaubos sa CIT sa mga dagkung korporasyon, magpagamay sa tinubdan sa pondo sa gobyerno. Sa ingon niini, asa na maggikan ang pondo niini? Sa laktod, gawas sa dili masulbad ang krisis sa pagtaas sa presyo sa mga batakang palaliton, ipapas-an pa sa katawhan ang dugang buhis ug pagbayad sa utang aron mapondohan ang maong mga proyekto. Magpadayon pa gihapon ang grabeng epekto sa pakete uno sa TRAIN law.
Ang nag-unang duso karon sa rehimeng US-Duterte mao ang mina, plantasyon, portfolio investment (wala nagamugna og aktwal nga trabaho), semi-processing nga industriya ug imprastruktura nga dili garantiya nga makamugna og disente ug lahutay nga trabaho. Sa samot nga pagpakaylap ug pagdaghan sa kontraktwalisasyon sa mga mamumuo, mas moubos ang suholan, walay klarong benipisyo ug kawalay kaseguruhan sa pagpanarbaho. Mas modaghan ang mga reserbang hukbo sa pamuo gumikan sa pagkahugno sa mga lokal nga negosyo, pagdaghan sa mga mag-uuma ug Lumad nga nailogan og yuta, pagkawalay batakang industriyalisasyon nga magmugna og daghang trabaho ug uban pa. Ang makanunayong pagtaas sa presyo sa gasolina nagresulta sa walay hunong usab nga pagtaas sa presyo sa mga batakang palaliton sama sa bugas ug panud-an. Kanunay usab nagataas ang galastuhanan sa pamasahe ug utilidad sama sa kuryente ug tubig.
Gawas sa grabeng pagtaas sa presyo sa mga batakang palaliton nagpabiling barato ang suhulan sa mga mamumuo ug mamumuong panguma, padayong nahulga nga matangtang sa ilang trabaho tungod sa kontraktwalisasyon. Sa pikas bahin, padayong miubos ang presyo sa mga produkto sa mga mag-uuma, taas kaayo nga abangan sa yuta ug himan panguma, taas nga presyo sa mga farm inputs, ug nagkataas nga interes sa pautang.
Tungod sa epekto sa TRAIN law, padayong gigamit sa rehimeng US-Duterte ang 4P’s ug rice subsidies isip alibyo kuno sa kakabus, apan pangpahupay lang kini sa gibating kasuko sa katawhan. Ang kamatuoran, dili niini masulbad ang problema sa pagtaas sa presyo sa mga palaliton. Nahimong tinubdan pa ang pondo niini sa korapsyon sa mga opisyal sa gobyerno.
Lakip sa mga naapektuhan sa unang pakete sa TRAIN Law ang mga anaa sa hatungang pwersa sama sa mga magtutudlo, abogado, doktor ug uban pang mga propesyunal tungod kay biktima gihapon sila sa kaubos sa suholan samtang nagkataas ang ilang mga galastuhan.
Dayag nang gipakita ni Duterte sa publiko nga dili siya para sa katawhan. Ang pagpanghingusog niya nga ipatuman na ang ikaduhang pakete sa TRAIN Law, nagpasabot sa iyang pagkaitoy sa mga imperyalistang nasud.
Tungod sa iyang mga anti-katawhan ug kriminal nga binuhatan, samot nang nahimulag siya sa katawhan. Gani nagkakaylap ug nagakadako ang mga aksyong-protesta nga ginalunsad sa kabukiran ug kasyudaran, dili lang ang pagpanawagan nga tangtangon ang TRAIN Law ug uban pang mga anti-katawhan ug anti-nasudnon nga balaod ang ginasinggit sa katawhan kundili lakip na usab nga gipanawagan ang pagpalagpot sa gahum kang Duterte.
Busa walay malauman ang katawhan nga masulbad sa kasamtangang rehimen ang kalisod sa nasud. Bugtong dalan lang sa Demokratikong Rebolusyon sa Katawhan nga may sosyalistang perpektiba makaangkon ang katawhan og tinuod nga hustisya ug kaangayan dinha sa nataran sa ekonomiya, pulitika, kultura, militar ug relasyong panggawas.
Ibasura ang TRAIN law!
