NDFP condemns abduction and detention of NDFP Consultant Randy Malayao,
Demands release of detained consultants and surfacing of disappeared consultants

While informal peace talks were being held in Norway, NDFP Political Consultant Malayao was abducted by military agents on May 15, 2008 in Pasig City, Metro Manila. In violation of the GRP-NDFP Joint Agreement on Safety and Immunity Guarantees (JASIG), Malayao was abducted, tortured, arrested and till now is illegally detained in the custody of the Criminal Investigation and Detection Groug (CIDG) of the Philippine National Police in Ilagan, Isabela.

The National Democratic Front of the Philippines (NDFP) vigorously condemns the abduction, torture, illegal arrest and detention of NDFP Political Consultant Randy Malayao by state agents of the Arroyo regime.

While informal peace talks were being held in Norway, NDFP Political Consultant Malayao was abducted by military agents on May 15, 2008 in Pasig City, Metro Manila. In violation of the GRP-NDFP Joint Agreement on Safety and Immunity Guarantees (JASIG), Malayao was abducted, tortured, arrested and till now is illegally detained in the custody of the Criminal Investigation and Detection Groug (CIDG) of the Philippine National Police in Ilagan, Isabela.

The CIDG is notorious for being involved in the enforced and involuntary disappearance of NDFP Consultant Leo Velasco in Cagayan de Oro City on 19 February 2008. It has also been involved in the abduction and continued detention of NDFP Consultant Elizabeth Principe who was abducted in Metro Manila on 28 November 2007 and is still illegally detained in the custody of the CIDG in Camp Aguinaldo, Quezon City.

At the informal peace talks in Norway on 13-15 May 2008, the NDFP Negotiating Panel declared that the GRP’s gross violations of the JASIG is one of the thirteen impediments put up by the GRP which must be done away with in order to resume the formal peace talks.

Other NDFP Consultants, Staffers, and Personnel covered by JASIG who are illegally detained by the GRP in violation of the JASIG include the following:

Elizabeth Principe, Angelina Ipong arrested on 8 March 2005, Randall Echanis, Member of the NDFP Reciprocal Working Committee on Social and Economic Reforms, arrested on 28 January 2008, Eduardo Serrano, arrested on 2 May 2004, Iglecerio Pernia, arrested on 9 January 2008, Emeterio Antalan and his staff Edgardo Friginal, arrested on 28 November 2007.

NDFP Consultants, Staffers, Immediate Family and Companions involuntarily disappeared in violation of the JASIG include the following:

Leo Velasco on 19 February 2007, Prudencio Calubid, his wife Celina Palma and companions Gloria Soco and Ariel Beloy on 26 June 2006, Rogelio Calubad and his son Gabriel on 17 June 2006, Leopoldo Ancheta on 24 June 2006, Philip Limjoco on 8 May 2006, Federico and Nelly Intise and Gloria Canaveral on 26 October 2006, Cesar Batralo on 21 December 2006

The NDFP demands the release of Randy Malayao and the other NDFP Consultants and Personnel covered by the protection of the JASIG. The NDFP llkewise reiterates its demand for the surfacing of the involuntarily disappeared Consultants, their immediate family, and staffers.
