[av_dropcap1]T[/av_dropcap1]he US-Duterte regime’s nearly 100-day Marawi siege is now a fullblown war of suppression against various Moro groups which have taken upon themselves to continue the armed struggle to defend and advance the Moro people’s right to self-determination. The regime’s relentless airstrikes and bombings of the city have resulted in widespread destruction of property and livelihood, and the deaths of at least a thousand civilians. This has brought about economic destruction and a massive humanitarian crisis.
The intensity of Duterte’s war against the Moro people has taken genocidal proportions, forcing them to kneel to his whims and decisions. It has given the AFP the license to undertake mass killings, arbitrary arrests and detentions, torture, harassments and abuses against civilians. The soldiers have free rein in plundering personal properties of Marawi residents, from the millions of pesos of business earnings to house appliances of ordinary families.
The Duterte regime has served Marawi to the AFP and the US on a silver platter. It gave the US a rare chance to undertake more extensive military intevention. In turn, the US took the opportunity to launch a widespread military operation similar to Syria (a combination of airstrikes and special forces operations) in the country, alongside dumping old and obsolete weapons and undertaking various military exercises between its troops and that of the AFP.
That the US aims to reclaim Marawi as its base and maintain a large and more permanent number of troops here has become clear. A 1953 decree allocating 80% of the city as its military reservation has been revived. The US is also intent on drawing up a new military treaty using the “ISIS” phantom in the country and in Asia as its justification.
Duterte has been portraying his war and the AFP’s Marawi seige as a “war against terrorism” and against the foreign “ISIS” as a desperate attempt to conceal the real reasons of the growing armed resistance in Marawi ang other parts of the Bangsamoro. He has mistakenly presumed that his martial law declaration in Mindanao will suppress the struggles of the Moro and Filipino peoples. Instead of being cowed, Duterte has only fanned their growing anger. Their contempt for Duterte is unprecendented, who even insultingly claims having Maranao blood. They are fully aware of the reasons behind the attack against their city at the pretext of fighting the ISIS which they also know as a US creation.
More groups have joined the armed Moro groups, including the Maute group, which has bonded together in Marawi City for a rido (clan war). What started as a rido between rival clans is now a rido against the AFP, against the US and the Duterte regime.
In imposing martial law, Duterte managed to consolidate his control over the reactionary state and military, as well as ensure the perpetuation of his power. He swept aside the civilian authority of local Moro officials. He managed to silence Moro groups with threats and bribes. He poured funds into the AFP. The state has already spent P3 billion for the Philippine Army in three months alone, excluding the daily P1.3 million spent for missiles and rockets for jetfighters and helicopters. He has reportedly raised millions of pesos from his oligarch cronies to benefit wounded and slain soldiers.
In launching the anti-Moro war in Marawi and all-out war in the entire country, the Duterte regime has completely subsumed itself to the dictates and interests of US imperialism. He welcomed US aid and weapons with open arms. This August, he warmly received in Malacañang US State Department Sec. Rex Tillerson, a representative of American monopoly capitalists.
As the war in Marawi rages, the Moro people’s armed resistance is spreading. They are intent on taking up arms to defend their interests and welfare. Together with the New People’s Army, the Bangsamoro armed revolution for self-determination is bound to unprecendently advance in the years to come.

[av_dropcap1]A[/av_dropcap1]ng halos 100-araw nang pagkubkob ng rehimeng US-Duterte sa Marawi City ay isa nang ganap na digmang pagsupil sa iba’t ibang mga grupong Moro na nagpasyang ipagpatuloy ang armadong pakikibaka para ipagtanggol at isulong ang hangarin ng mamamayang Moro para sa karapatan sa pagpapasya-sa-sarili.
Ang walang pakundangang pambobomba at panganganyon nito sa syudad ay nagresulta sa malawakang pagkawasak ng mga ari-arian at kabuhayan, at pagkamatay ng hindi bababa sa isanlibong sibilyan. Nagbunsod ito ng pagkawasak sa ekonomya at masidhing krisis ng kasalatan at kagutuman.
Mala-henosidyo ang tindi ng gerang inilunsad ni Duterte laban sa mamamayang Moro para pasunurin sila sa kanyang kagustuhan at pasya. Binigyan nito ng buong laya ang pasistang AFP para magsagawa ng malawakang pamamaslang, arbitraryong pang-aaresto at detensyon, pagtortyur, panggigipit at pang-aabuso sa mga sibilyan. Walang sagkang dinambong ng mga sundalo ang mga ari-arian ng mga taga-Marawi, mula sa milyun-milyong kita at impok ng mga negosyante hanggang sa simpleng mga gamit sa bahay ng mga ordinaryong residente.
Buo nitong inihain ang syudad sa AFP at US. Binigyan ni Duterte ng pambihirang pagkakataon ang US para sa mas malawak na interbensyong militar. Nagkaroon ng malaking puwang ang militar ng US na ikasa ang isang malawakang operasyong militar na ala-Syria (kumbinasyon ng airstrike at special forces) sa bansa, kasabay ng pagtatambak ng mga lumang armas at pagsasagawa ng samu’t saring pagsasanay-militar sa pagitan ng mga tropa nito at ng AFP.
Lumilinaw ang interes ng US na muling gamitin ang Marawi bilang base at magmantine dito ng malaki at mas permanenteng presensya. Muling binuhay ang 1953 dikretong nagsasaad na isang malaking reserbasyong militar ng US ang 80% ng syudad. Lumilinaw rin ang kagustuhan nitong magbalangkas ng panibagong tratadong militar gamit ang multo ng ISIS sa Pilipinas at sa Asia.
Pilit na inilalarawan ni Duterte ang gera at pagkubkob ng AFP sa Marawi bilang “gera kontra-terorismo” at “laban sa dayuhang ISIS” sa desperasyong itago ang mga dahilan sa likod ng lumalaganap na armadong paglaban sa Marawi at iba pang bahagi ng Bangsamoro. Inakala ni Duterte na sa pagpataw niya ng batas militar sa Mindanao ay masisindak niya ang masang Moro at Pilipino at mapatatahimik sa kanilang laban.
Sa halip na mapaluhod ang mamamayang Moro, lalong ginatungan ni Duterte ang kanilang nagbabagang galit. Abot-langit na ang kanilang pagkamuhi kay Duterte, na mapang-insulto pang nagmamalaking may dugong Maranao. Batid nila ang katotohanan sa likod ng pagkubkob ng kanilang syudad at paggamit nito sa multo ng ISIS na alam din nilang likha ng US. Ang ilang armadong grupong Moro, kabilang ang grupong Maute, na unang nagsama-sama sa Marawi para sa isang rido, ay nadagdagan nang nadagdagan ng iba pang mga armadong grupo. Ang sinimulan nilang rido laban sa kalabang angkan, ngayo’y isang rido na laban sa AFP, sa US at rehimeng Duterte.
Sa pagpataw ng batas militar, nagawa ni Duterte na konsolidahin ang kanyang kontrol sa reaksyunaryong militar at estado at tiyakin ang pananatili niya sa poder. Naisaisantabi niya ang mga lokal na upisyal na Moro at kanilang sibilyang awtoridad. Sinusuhulan at binabantaan niya para tumahimik ang iba’t ibang grupong Moro.
Todo-buhos si Duterte ng pondo sa AFP. Naiulat na gumastos na nang mahigit P3 bilyon ang estado para sa gastos pa lamang ng Philippine Army sa tatlong-buwang gera. Wala pa rito ang tinatayang P1.3 milyong ginagastos ng rehimen kada araw para sa mga misayl at rocket pa lamang ng mga eroplanong pandigma. Milyun-milyon na ang nilikom niya mula sa kanyang mga kroning oligarko para diumano sa mga sugatan at nasawing sundalo.
Sa proseso ng paglulunsad ng gerang kontra-Moro sa Marawi at todong gera sa buong bansa, tuluyang pumailalim si Duterte sa dikta at interes ng imperyalismong US. Bukas-palad niyang tinanggap ang ayuda at gamit-militar mula rito. Malugod niyang sinalubong nitong Agosto si Sec. Rex Tillerson ng State Department ng US, kinatawan ng pinakamalalaking monopolyo kapitalistang Amerikano.
Hindi pa man natatapos ang gera sa Marawi, kumakalat na ang apoy ng armadong paglaban ng mamamayang Moro. Masidhi ang pagnanais ng mamamayang Moro na armadong magtanggol sa kanilang interes at kapakanan. Katuwang ang Bagong Hukbong Bayan, ang armadong rebolusyon ng Bangsamoro para sa karapatan sa pagpapasya-sa-sarili ay tiyak na susulong sa walang kapantay na antas sa mga darating na panahon.
