The New People’s Army National Operations Command, under the Central Committee of the Communist Party of the Philippines, leads all NPA units, Red commanders, fighters, and revolutionary forces in celebrating the gains of the people’s war in our country on the 49th anniversary of the founding of the NPA. Let us celebrate the continued advance of the NPA under the absolute leadership of the CPP, in the face of the ever worsening brutality of the fascist US-Duterte regime. At the same time, we give our highest honors to all revolutionary martyrs for their ultimate contributions to the revolution.

The past year witnessed unrestrained terrorist state violence in the US-Duterte regime’s three wars. The brutal all-out-war of suppression focused against the people and the revolutionary movement. The “anti-drug war” summarily killed around 13,000 ordinary people. And the US-instigated anti-Bangsamoro “war on terror” inflicted total destruction on Marawi City and dislocation of close to half a million people and was used to justify martial law in the whole of Mindanao. The people are rising in anger against these brutalities and their worsening economic hardship due to neoliberal policies and increased taxes for government military spending.

In its drive to crush the revolution and all forms of resistance and expedite further exploitation and oppression of the Filipino people, the US-Duterte regime is resorting to the most brutal, dirtiest and underhanded measures. These include harassment, detention on spurious criminal charges, abduction, torture or murder of activists and ordinary civilians in the cities and countryside. Duterte has threatened to bomb and has actually closed down several Lumad schools. He is inciting the most alarming misogyny by assuring his personal protection for government armed forces who commit up to five counts of rape, and ordering them to shoot revolutionary women in the vagina, to the delight of soldiers who had long been subjecting women to sexual violence during their military operations. Duterte’s blanket guarantee of impunity for the AFP and PNP has sent murderous state agents on a rampage for the promised bounty on the head of every suspected NPA member.

This power-greedy regime continues its maneuvers to control all branches of the bureaucracy, ram pseudo-federalism and charter change down people’s throats, impose martial law nationwide, and legalize its declaration of the CPP and NPA as terrorists, in order to set up its dictatorship. This is a dictatorship against its strongest opposition–the revolutionary movement–likewise against the democratic and progressive forces and down to its political rivals.

Despite all these, the people’s army grew at a rate unprecedented since the second great rectification movement of 1992, with a significant influx of youth and students both from the urban areas and the countryside. Our NPA forces in Mindanao have withstood the regime’s obstinate efforts to crush them through sheer force by deploying more than 70% of the reactionary armed forces against both the NPA and the Moro resistance forces. This has given way for the NPA in Luzon and Visayas regions to grow in strength and breadth.

New NPA companies and numerous platoon formations were established and developed nationwide. Tactical offensives were vigorously carried out across the archipelago such as the raids of police stations in Abra, Iloilo, and Quezon; ambushes in Negros and Bukidnon; punitive actions against landgrabbing corporations in Batangas and against the land monopoly and environmentally destructive multinational plantations and mining companies in Mindanao, among many others. These were coupled by widespread attritive actions, inflicting significant enemy casualties, sapping the enemy’s strength and giving it difficulty to fulfill the plan of forming new battalions and divisions. Whatever tactical defeats the NPA suffered were turned into lessons on advancing guerrilla warfare, to face the enemy’s intensified attacks using imperialist high-tech military equipment.

Despite aerial bombings, shelling, political killings, burning of schools and homes, threats and deception by the regime’s military minions, the people’s army’s mass base increased by 10% nationwide, even in Mindanao where military brutality is most severe. This has translated into more guerrilla fronts, where the people’s army helped build and develop more people’s organs of political power and revolutionary mass organizations which were tempered by advancing agrarian revolution, fighting for their ancestral lands and for their right to self-determination, the struggle against fascism and militarization, and resistance to imperialist plunder and widespread environmental destruction by large scale mining and commercial plantations.

Instead of being cowed, the masses continued open and underground actions against the regime’s violent attempts to destroy their unity and struggle. They serve as a deep and wide base, supporting and cherishing the people’s army as their true defenders. Their direct participation increased from simple monitoring the enemy’s activities or developing production for the war, to recruiting Red fighters, carrying out small scale military actions or joining tactical offensives against the enemy.

Fascist Duterte’s boast of leaving not a single NPA standing by the end of 2018 will remain what it is–an empty boast. He proclaims as proof of success his hundreds of supposed surrenderees who, include mostly deceived or coerced civilians, twice or thrice recycled surrenderees, paid impostors, even government paramilitary criminals accused of massacre, robbery and other common crimes and human rights violations to evade liability by availing of government amnesty. But Duterte cannot hide his haste to enlarge his armed forces and buy, borrow or beg from his imperialist masters for expensive war equipment against what he tauntingly calls a dwindling revolutionary movement.

Forty-nine years of struggle against various imperialist puppet regimes’ wars and campaigns of suppression have proven the revolutionary movement’s strength and tenacity. This coming fiftieth year of the NPA, we expect continued intensification of the fascist US-Duterte regime’s attacks and our continued success in actively combating its military and psywar operations and frustrating its counter-revolutionary and anti-people military campaigns.

The NPA responds in full force to the call of the CPP for the whole revolutionary movement to carry forward the antifascist, antifeudal and anti-imperialist movement and overthrow the ruling reactionary US-Duterte regime.

We have been tasked to achieve in the fastest possible time the most appropriate deployment of forces and most effective coordination in intensifying guerrilla warfare in the whole archipelago. We will increase and strengthen several-fold the people’s army through active recruitment; training and development of Red commanders and fighters and military cadres; improving command structures at all levels; increasing and upgrading weapons; further developing our intelligence capabilities; forming people’s militias and carrying out well-planned annihilative tactical offensives to punish the enemies’ crimes, weaken them and confiscate their weapons. We will continue actively assisting people’s organs of political power, carrying out agrarian revolution and protecting the people’s revolutionary gains.

Let us make this celebration an occasion to strengthen our unity in continuing and accelerating the momentum we have achieved this past year. Let us further heighten our will, vigour and capacity to fight and reaffirm our determination to carry out the tasks the CPP has set out for us.

Pinangungunahan ng Pambansang Patnugutan ng Bagong Hukbong Bayan, sa ilalim ng Komite Sentral ng Partido Komunista ng Pilipinas, ang lahat ng yunit, Pulang kumander at mandirigma ng BHB at lahat ng rebolusyonaryong pwersa sa pagdiriwang ng mga tagumpay ng digmang bayan sa ika-49 anibersaryo ng pagkakatatag ng BHB. Ipagdiwang natin ang patuloy na pagsulong ng BHB sa absolutong pamumuno ng PKP, sa harap na patuloy na lumalalang brutalidad ng pasistang rehimeng US-Duterte. Kasabay nito, ihandog natin ang pinakamataas na pagpupugay sa lahat ng rebolusyonaryong martir na nag-alay ng kanilang dakilang ambag sa rebolusyon.

Saksi ang nakaraang taon sa walang-hangganang teroristang karahasang estado ng tatlong gera inilunsad ng rehimeng US-Duterte. Ibinuhos laban sa mamamamayan at rebolusyonaryong kilusan ang brutal na todong-gerang mapanupil. Pinaslang ang humigit-kumulang 13,000 karaniwang mamamayan sa gerang “kontra-droga.” Winasak ang Marawi City at dinisloka ang halos kalahating milyong katao sa tulak-ng-US na “gerang anti-teror” laban sa Bangsamoro at ginamit ito para bigyang-dahilan ang batas militar sa buong Mindanao. Ngunit bumabangon sa galit ang mamamayan dahil sa dinaranas nilang ganitong mga brutalidad at sa lumalalang kahirapan na dulot ng mga patakarang neoliberal at dagdag na buwis para sa gastos militar ng gubyerno.

Sa pagsisikap na durugin ang rebolusyon at lahat ng paglaban at paigtingin ang pagsasamantala at pang-aapi sa mamamayang Pilipino, ginagamit ng rehimeng US-Duterte ang pinakabrutal, pinakamarurumi at pailalim na mga hakbang. Kabilang dito ang harasment, pagbabanta, pagkulong sa gawa-gawang kasong kriminal, pagdukot, tortyur o pamamaslang sa mga aktibista at mga karaniwang mamamayan sa lunsod at nayon. Nagbanta si Duterte na bobombahin ang mga eskwelahang Lumad at sa katunayan ay ilan na ang ipinasara. Nang-uupat siya ng napakamapanganib na pagkamuhi sa kababaihan sa pangako niya ng personal na proteksyon sa mga armadong pwersa ng gubyerno na makagagahasa ng hanggang lima, at pag-utos sa kanila na barilin sa ari ang mga babaeng rebolusyonaryo, bagay na ikinagalak ng mga sundalong dati nang nandarahas sa kababaihan sa kanilang mga operasyong militar. Ang pagtitiyak ni Duterte ng kawalang-pananagutan sa AFP at PNP ay nagbigay daan sa pamamayagpag ng mamamatay-taong mga ahente ng estado na naghahabol sa inaasahang pabuyang pera para sa bawat ulo ng diumano’y kasapi ng BHB na kanilang mapapaslang.

Patuloy ang sakim sa kapangyarihang rehimen sa mga maniobra para makontrol ang iba pang sangay ng burges na burukrasya, isalaksak sa mamamayan ang huwad na pederalismo at pag-amyenda sa konstitusyon, maipataw ang batas militar sa buong bayan, at maghabol ng ligalisasyon sa deklarasyong terorista ang PKP at BHB, para maitatag ang diktadura. Diktadura ito laban sa pinakamatapang na oposisyon–ang rebolusyonaryong kilusan–hanggang sa oposisyon ng mga demokratiko at progresibong pwersa at ang mga karibal ni Duterte sa pulitika.

Sa kabila nito, lumaki ang hukbong bayan nang walang kasimbilis mula noong ilunsad ang ikalawang dakilang kilusang pagwawasto noong 1992, na may signipikanteng pagpasok ng mga kabataang estudyante mula sa kalunsuran at kanayunan. Nanatiling malakas ang ating pwersang BHB sa Mindanao sa harap ng militaristang pagsisikap ng pasistang rehimen na durugin ito sa pamamagitan ng pagdeploy ng 70% ng armadong lakas laban kapwa sa BHB at pwersang pananggol ng Moro. Nagbigay-daan ito sa iba pang rehiyon sa Luzon at Visayas upang lumakas at lumawak.

Dumami at umunlad ang bagong mga pormasyong kumpanya at pormasyong platun sa buong bansa. Masiglang ipinalaganap ang mga taktikal na opensiba sa lahat ng dako ng kapuluan tulad ng matagumpay na reyd sa mga istasyon ng pulis sa Abra, Iloilo at Quezon; ambus sa Negros at Bukidnon; mga aksyong pamamarusa laban sa mga korporasyong nangangamkam sa Batangas at laban sa multinasyunal na mga plantasyon at minahan sa Mindanao, liban sa marami pang iba. Kaakibat nito ang malawakang mga aksyong atritibo na nagdulot ng signipikanteng kaswalti sa kaaway, nagpahina nito at nagpahirap sa pagkamit ng planong pagtatayo ng mga bagong batalyon at dibisyon. Alinmang natamong taktikal na pagkatalo ay pinaghalawan ng BHB ng mga aral sa pagpapaunlad ng pakikidigmang gerilya upang harapin ang pinatinding atake ng kaaway na gumagamit ng high-tech na mga kagamitang pandigma ng imperyalista.

Sa kabila ng pambobomba mula sa himpapawid, panganganyon, pamamaslang, panununog, pananakot at panlilinlang ng mga sugong militar ng rehimen, lumaki ng 10% ang baseng masa ng hukbong bayan sa Luzon at Visayas, at maging sa Mindanao kung saan pinakamatindi ang karahasang militar. Naisalin ito sa dagdag na mga larangang gerilya kung saan tumulong ang hukbong bayan sa pagpapaunlad ng mas maraming organo ng kapangyarihang pampulitika at rebolusyonaryong organisasyong masa na napanday sa pagsusulong ng rebolusyong agraryo, pakikibaka para sa karapatan sa lupang ninuno at sa pagpapasya-sa-sarili, paglaban sa pasismo at militarisasyon, pagtanggol laban sa imperyalistang pandarambong at paninira sa kalikasan dala ng malawakang pagmimina at mga komersyal na plantasyon.

Sa halip na matakot, nagpatuloy ang masa ng hayag at lihim na mga pagkilos laban sa mararahas na hakbang ng rehimen para pahinain ang kanilang pagkakaisa at pakikibaka. Nagsisilbi silang malalim at malawak na languyan na nagtataguyod at nagmamahal sa hukbong bayan na kinikilala nilang tunay nilang tagapagtanggol. Lumakas ang kanilang tuwirang partisipasyon mula sa pagmamanman sa kilos ng kaaway o produksyon para sa gera, hanggang sa pagrekrut ng mga Pulang mandirigma, paglulunsad ng sariling maliliit na armadong aksyon at paglahok sa mga taktikal na opensiba laban sa kaaway.

Walang kahihinatnan ang pagmamayabang ng pasistang Duterte na walang ititirang NPA sa katapusan ng 2018. Ang tanging maipangalandakan niyang patunay ng tagumpay ay ang daan-daan niyang kuno ay surrenderee, na kalakhan ay mga nilinlang o tinakot na sibilyan, makalawa o makatlong beses nang nagsurender, bayarang impostor, at maging mga paramilitar ng gubyerno na gustong makalusot sa kanilang mga kasong kriminal at paglabag sa mga karapatang tao sa pamamagitan ng amnestiya ng gubyerno. Hindi mapasusubalian ni Duterte ang pagkukumahog nitong magpalaki ng AFP at bumili, umutang o magpalimos ng mamahaling mga kagamitang pandigma mula sa kanyang imperyalistang amo laban sa kinukutya niyang umano ay mahina nang rebolusyonaryong kilusan.

Napatunayan na ng apatnaput siyam na taong pakikibaka laban sa mga gera at kampanyang panunupil ng nagpalit-palit na rehimen ang tatag at lakas ng rebolusyonaryong kilusan. Sa darating na ikalimampung taon ng BHB, inaasahan natin ang patuloy na pagtindi ng atake ng pasistang rehimeng US-Duterte at ang patuloy nating matagumpay na aktibong paglaban sa mga operasyong kombat at saywar at pagbigo sa kontra-rebolusyonaryo at kontra-mamamayang mga kampanya militar nito.

Buong-lakas na tumutugon ang BHB sa panawagan ng PKP sa buong rebolusyonaryong kilusan na isulong ang kilusang antipasista, antipyudal at anti-imperyalista at ibagsak ang naghaharing reaksyunaryong rehimeng US-Duterte.

Inatasan ang BHB na kamtin sa pinakamabilis na paraang makakaya ang pinakamainam na latag at pinakamabisang pagtutulungan sa pagpapaigting ng pakikidigmang gerilya sa buong kapuluan. Ilang ulit nating palalakihin at palalakasin ang hukbong bayan sa pamamagitan ng aktibong rekrutment, treyning at pagpapaunlad ng mga Pulang kumander, mandirigma at kadreng militar; pagpapaunlad ng mga istruktura ng kumand sa lahat ng antas; pagpaparami at pagpapaunlad ng kalidad ng sandata; ibayong pagpapaunlad ng kakayahan sa paniktik; pagbubuo ng mas maraming yunit milisyang bayan; at paglulunsad ng mga taktikal na opensibang mahusay na pinagplanuhan upang lipulin ang mga yunit ng kaaway, pagbayarin sila sa mga kriminal na pananagutan, pahinain at kumpiskahin ang kanilang mga sandata. Patuloy tayong magiging aktibong katuwang ng mga rebolusyonaryong organo ng kapangyarihang pampulitika at pagsusulong ng rebolusyong agraryo.

Gawin nating okasyon ang pagdiriwang ngayon upang patatagin ang ating pagkakaisa na ipagpatuloy at lalo pang pag-ibayuhin ang momentum na nakamit natin sa nakaraang taon. Pag-ibayuhin natin ang ating kapasyahan, kasiglahan at kakayahang lumaban at muling pagtibayin ang determinasyon na tupdin ang mga atas ng Partido Komunista ng Pilipinas.
