CONGRATULATIONS ON THE 2ND CPP CONGRESS AND CELEBRATE THE 44TH ANNIVERSARY OF THE NDFP
On the occasion of the 44th anniversary of the establishment of the National Democratic Front of the Philippines (NDFP) last April 24, 1973, NDFP-NEMR join in congratulating the leadership and cadres of the Communist Party of the Philippines for the successful and historical conduct of its Second Congress last October 24-November 7, 2016. The Congress marks significant lessons and decisions attained for the continuing advance of the Filipino revolution. It inspired all revolutionary forces, alliances and friends in the region.
NDFP-NEMR also lauds all revolutionary forces, cadres, activists, Red commanders and fighters of the New People’s Army for their boundless service and firm adherence to the leadership and guidance of the CPP in advancing the revolutionary movement in the region. NDFP-NEMR renders its Red salute to the revolutionary martyrs for the heroic sacrifice of their valuable lives for the interest of the people and the Filipino revolution.
Today, we celebrate the 44th year anniversary of the NDFP with its effective performance of duties as the Party’s partner in advancing the People’s Democratic Revolution and in ending the semi-colonial and semi-feudal system. The establishment of the NDFP is significant as it formed the consolidated alliance of all revolutionary organizations (peasants, workers, urban poor, Lumad, Moro, women, youth, church people, teachers, government employees, artists, scientists, health, OFWs, lawyers, people’s army and Party) adhering to the PDR line through protracted people’s war.
The NDFP and its allied organizations established a broad unity against imperialism, feudalism and bureaucrat capitalism and attained wide-ranging support for armed revolution. With support from allied organizations, under the leadership of the Party and through armed revolution in the countryside, people’s revolutionary governments have been established in the countryside.
The NDFP proficiently performs its role as representative of the people’s revolutionary government in the peace negotiations with the Government of the Republic of the Philippines (GRP) to determine the root causes of civil war. Under the Duterte regime, four rounds of peace negotiations have been held amidst attempts to derail these by the US puppets within the AFP and the reactionary government. The ruling class seek to place the peace negotiations under their control and within their reactionary framework, and maneuvered to ignore the recognition of the belligerency status of the NDFP.
The four rounds of negotiations produced positive accomplishments. Discussions on the most substantive issue of socio-economic reforms have started. Included are issues related to land reform, national industrialization, national sovereignty, social services, environment and many others. It seriously threatens the interests of the imperialists, large bourgeoisie-compradors and land lords. Especially if Duterte will truly side with the people’s interests and fulfill the promises and commitment he declared against the United States.
But because the Duterte government is infested with puppets of US imperialism and ruling classes, the enemy will always maneuver to put their interests first at the people’s expense. That is why it is not surprising that within the almost 10 months the Duterte regime has been in power, his promises are at a standstill and its fulfillment remains but a blur. Neo-liberal economic policies persist and the lopsided military agreements with the US such as EDCA, VFA and Mutual Defense Treaty remain enforced.
Amidst peace negotiations, the AFP/PNP intensified their annihilative campaigns against the revolutionary movement. In NEMR, the AFP/PNP implements the brutal Oplan Kapayapaan. Together with sustained operations by AFP troops, psywar and intelligence operations are also launched through COPD, against the people and the NPA. The AFP/PNP committed numerous human rights violations against the people. They deceitfully execute surrender campaigns among revolutionaries. Because it failed, they scrimp and force to surrender those who have long ceased to be NPA members and individuals accused of being sympathizers. Also this year, additional troops from the Special Forces of the Philippine Army were deployed in NEMR particularly in Surigao del Sur.
But the NPA-NEMR and the revolutionaries effectively frustrates the plans and attacks of the AFP/PNP forces. Within the first four months of 2017, NPA-NEMR launched not less than 42 military actions, in defense and to counteract the attacks of the AFP, PNP, CAA and its paramilitary forces. These resulted in 28 killed and 25 wounded from the enemy. The NPA also sanctioned twice the banana plantation of Sumifru for its unrelenting destruction of the environment and land grabbing.
Amidst enemy actions to derail peace negotiations, the people and the revolutionary forces actively support the advance of the peace talks between the GRP and NDFP. Recall, that in August 2016, NPA-NEMR released 5 POWs in support of the peace talks. The POW releases were attended by more than 5,000 people as show of support for the talks.
On the last week of February 2017, thousands marched in the cities of the region to call upon Duterte to resume peace talks after he cancelled during the first week within the same month. The people also condemned the brutal all-out war of the AFP.
President Duterte resumed peace negotiations. Last April 2-6, the 4th round was successfully completed and the 5th round is scheduled this May 26 to June 2, 2017 in The Netherlands.
Continue to support the peace talks between the GRP and NDFP. Strengthen and broaden the movements for sectoral demands like land reform, higher wages, free education, free housing and end to contractualization and many others. Continue to call on President Duterte to fulfill his promises.
Frustrate the deceitful plans of Oplan Kapayapaan and the military offensives of the AFP/PNP against the NPA and people through consciously exposing these and with active resistance. The NPA must launch broad counter attacks and tactical offensives. Advance the people’s war to a higher level!

ISAULOG ANG IKA-44 NGA ANIBERSARYO SA NDFP
Atol niining ika-44 nga anibersaryo sa pagkatukod sa National Democratic Front of the Philippines (NDFP) niadtong Abril 24, 1973, ang NDFP-NEMR, una sa tanan, nagaduyog sa pagpahalipay ngadto sa liderato ug mga kadre sa Partido Komunista ng Pilipinas sa malampuson ug makasaysayanong pagpahigayon sa Ikaduhang Kongreso niini niadtong Oktubre 24 – Nobyembre 7, 2016. Ang maong Kongreso nagmarka sa mahinungdanong mga pagtulun-an ug desisyon nga nakab-ot niini alang sa mapadayunong pag-asdang sa rebolusyong Pilipino. Gikalipay kini sa tanang mga rebolusyonaryong pwersa, mga alyado ug mga higala dinhi sa rehiyon.
Gipadangat usab sa NDFP-NEMR ang pagpasidungog ngadto sa tanang mga rebolusyonaryong pwersa, kadre, aktibista, mga Pulang kumander ug manggugubat sa Bagong Hukbong Bayan sa walay kinutubang pag-alagad ug sa hugtanong pagtamod sa pagpangulo ug paggiya sa PKP sa pagpaasdang sa rebolusyonaryong kalihukan sa rehiyon. Ang NDFP-NEMR naghatag sa iyang Pulang pagsaludo ngadto sa mga rebolusyonaryong martir sa ilang mabayanihong paghalad sa bililhong kinabuhi alang sa kaayuhan sa katawhan ug sa rebolusyong Pilipino.
Karong adlawa, atong saulugon ang ika-44 ka tuig nga anibersayo sa NDFP sa iyang epektibong pagpatuman sa mga katungdanan isip kaabag sa Partido sa pagpaasdang sa Demokratikong Rebolusyon sa Katawhan ug paglumpag sa sistemang semikolonyal ug semipyudal. Mahinungdanon ang pagkatukod sa NDFP kay natibuok ang konsolidadong alyansa sa mga rebolusyonaryong organisasyon (sa mag-uuma, mamumuo, kabus sa dakbayan, Lumad, Moro, kababayen-an, kabatan-onan, mga taong simbahan, magtutudlo, mga empleyado sa gobyerno, artista, syentista, sa panglawas, OFWs, mga abogado, hukbong bayan ug Partido) nga nagsubay sa linya sa DRK pinaagi sa malungtarong gubat sa katawhan.
Napatuman sa NDFP ug sa mga kaalyadong organisasyon niini ang pagkab-ot sa lapad nga panaghiusa batok sa imperyalismo, pyudalismo ug burukrata kapitalismo ug pag-angkon sa lapad nga suporta alang armadong rebolusyon. Sa pagtinabangay sa mga kaalyadong organisasyon, sa pagpangulo sa Partido ug sa paglunsad sa armadong pakigbisog sa kabanikanhan, natukod ang mga rebolusyonaryong gobyerno sa katawhan sa kabukiran.
Maalamong napapelan sa NDFP isip nagrepresentar sa rebolusyonaryong gobyerno sa katawhan ang pakighisgot sa kalinaw ngadto sa Gobyerno sa Republika sa Pilipinas (GRP) aron ugkaton ang mga gamot hinungdan sa gubat sibil. Ubos sa rehimeng Duterte, ikaupat na ka hugna sa negosasyong pangkalinaw ang malampusong napahigayon taliwala sa paninguhang idiskaril kini sa mga itoy sa US diha sa AFP ug sa reaksyonaryong gobyerno. Buot sa nagharing pundok nga ipahiluna ang panaghisgot pangkalinaw subay sa ilang gusto ug sulod sa ilang reaksyonaryong gambalay, ug nagmaniobra aron idumili ang pag-ila sa belligerency status sa NDFP.
Positibo ang naabot sa upat ka hugna sa panaghisgot. Nasugdan na ang paghisgot sa pinakamahinungdanong unod mahitungod sa sosyo-ekonomikanhong reporma. Napaunod dinhi ang hisgutanan kalambigit sa reporma sa yuta, nasudnong industriyalisasyon, nasudnong soberanya, katilingbanong kaayuhan, kinaiyahan ug uban pa. Labihang nahulga dinhi ang interes sa mga imperyalista, dagkung burgesyang kumprador ug agalong yutaan. Labaw na kung matinud-anong modapig si Duterte sa interes sa katawhan ug tumanon niya ang iyang mga saad ug barugan ang iyang gipamulong batok sa imperyalistang Estados Unidos.
Apan, tungod kay gipalibutan ang gobyerno ni Duterte sa mga alipures sa imperyalistang US ug sa mga nagharing hut-ong momaniobra gayud ang mga kaaway nga hut-ong aron ipatigbabaw ang ilang mga interes sa kaalautan sa katawhan. Mao nga dili katingad-an nga sa halos 10 ka bulan na sa poder ang rehimeng Duterte padayong nalansang ang iyang gipangsaad ug mas gipahanap pa ang katumanan niini. Gipadayon ang imperyalistang neo-liberal nga mga palisiya sa ekonomiya ug gipatuman gihapon ang mga dili patas nga kasabutang militar tali sa US sama sa EDCA, VFA ug Mutual Defense Treaty.
Samtang adunay panaghisgot sa kalinaw gipakusog sa AFP/PNP ang ilang kampanyang pagpuo sa rebolusyonaryong kalihukan. Sa NEMR, gipatuman sa AFP/PNP ang bangis nga Oplan Kapayapaan. Dungan sa mga sustenidong mga operasyon sa mga tropa sa AFP, kaylap nga gilunsad usab ang saywar ug paniktik pinaagi sa COPD batok sa katawhan ug BHB. Ubay-ubay na ang mga kalapasan sa tawhanong katungod ang nabuhat sa AFP/PNP ngadto sa katawhan. Malinglahon niining gipatuman ang mga kampanyang pagpasurender sa mga rebolusyonaryo. Apan kay pakyas kini gidaginot ug gipugos sa pagpasurender ang dugay nang mipahulay nga mga membro sa BHB ug ang mga indibidwal nga gidudahang simpatisador. Niining tuiga usab gidugangan og pwersa gikan sa Special Forces sa Philippine Army ang NEMR partikular sa Surigao del Sur.

Apan epektibong gipakyas sa BHB-NEMR ug mga rebolusyonaryong katawhan ang mga pakana ug pangatake sa mga pwersa sa AFP/PNP. Sa unang upat ka bulan sa 2017, nalunsad sa BHB-NEMR ang dili momenos sa 42 ka mga aksyong militar isip lakang sa pagpanalipod ug kontra-atake batok sa mga pagpanulong sa mga tropa sa AFP, PNP, CAA ug mga paramilitar niini. Niresulta kini sa 28 ka patay ug 25 ka samaron sa kaaway. Giapil usab sa pagsilot sa BHB sa duha ka higayon ang plantasyon sa saging sa Sumifru tungod sa padayon niining pagdaut sa kinaiyahan ug pagpangilog og yuta.
Taliwala sa mga pangdiskaril sa kaaway sa negosasyon sa kalinaw, ang katawhan ug mga rebolusyonaryong pwersa aktibong nagasuporta sa pagpaasdang sa panaghisgot pangkalinaw tali sa GRP ug NDFP. Kun mahinumduman, niadtong Agosto 2016, gibuhian sa BHB-NEMR ang 5 ka POW isip suporta alang sa panaghisgot pangkalinaw. Ang pagrelis sa mga POW gitambungan sa kapin 5,000 ka katawhan agig pagsuporta sa panaghisgot.
Niadtong katapusang semana sa Pebrero 2017, nagmartsa ang libuan ka katawhan sa lain-laing syudad sa rehiyon aron ipanawagan ngadto kang Duterte nga ibalik ang panaghisgot pangkalinaw human kini niya gikansela niadtong unang semana sa mao gihapon nga bulan. Gikondena usab sa katawhan atol niini nga adlaw ang bangis nga all-out war o todong gera sa AFP.
Gibalik ni Presidente Duterte ang negosasyon sa kalinaw. Busa niadtong Abril 2-6 malampusong napahigayon ang ikaupat ka hugna sa panaghisgot ug gitakda ang ikalima nga hugna karong Mayo 26 – Hunyo 2, 2017 didto sa The Netherlands.
Padayong suportahan ang panaghisgot pangkalinaw tali sa GRP ug NDFP. Ipakusog ug ipalapad ang mga kalihukan sa pagpanghingusog sa mga sektoral nga pangayo sama sa reporma sa yuta, pagpataas sa suhulan, libreng edukasyon, libreng pabalay ug pagtapos sa kontraktwalisasyon ug uban pa. Padayong sukton si Presidente Duterte sa iyang mga saad.
Pakyason ang mga malimbungong pakana sa Oplan Kapayapaan ug mga opensibang militar sa AFP/PNP batok sa BHB ug katawhan pinaagi sa matngon nga pagbutyag ug aktibong pagsukol. Ilunsad sa BHB ang kaylap nga mga kontra atake ug mga taktikal nga opensiba. Ipakusog ang gubat sa katawhan ngadto sa mas taas nga ang-ang!
Mabuhi ang NDFP! Mabuhi ang katawhang nakigbisog!
