The National Democratic Front of the Philippines (NDFP) Negotiating Panel vigorously condemns the acts of persecution perpetrated by P/Supt. Cesar Magsino of the PNP Custodial Center in Camp Crame against NDFP Consultant Alan Jazmines, Member of the NDFP Reciprocal Working Committee on Social and Economic Reforms. Other NDFP Consultants, Eduardo Serrano and Eduardo Sarmiento are likewise victimized.

P/Supt. Magsino has blatantly violated the rights of Jazmines, Serrano and Sarmiento by requiring that their confidential and privileged communication with their lawyers and their communication with the NDFP Negotiating Panel be subject to censorship. After refusing to allow letters of Jazmines to his lawyers to be given to Jazmines’ visitor and reiterating his unjust demand that he censor the privileged communication, he then ordered an immediate intensive search of the political prisoners’ cells.

He ordered the confiscation of typewriters which they had been using for their work as NDFP Consultants in the GPH-NDFP peace negotiations. He denied earlier agreements made with the NDFP Consultants for the use of the typewriters, which use had previously been approved by former PNP Director General Avelino Razon.

P/Supt. Magsino’s persecutorial actions violate the rights of the NDFP Consultants. Their right to participate in the peace negotiations must be respected. They must be released in accordance with the Joint Agreement on Safety and Immunity Guarantees (JASIG) and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL)..
