A total of 40 clashes ensued between the NPA-NEMR and fascist troops of the AFP and CAFGU this February 2016 alone. Most notable among these were the NPA-NEMR’s 19 coordinated attacks last February 25 against Army-CAFGU camps and AFP troops bombing and launching psywar (COPD) operations. These resulted to the killing of 19 and the wounding of 8 AFP-CAFGU troops, excluding the casualties which were secretly retrieved. Three (3) were martyred and 3 wounded on the side of the NPA.
NPA-NEMR launched the offensives as active engagement and defense against the sustained brutal attacks of the AFP especially in the mountains of the 4 Caraga provinces. In Surigao del Sur, there has been no let up of attacks by the 402nd Bde in the mountains of Lianga, San Agustin, Marihatag, Cagwait, Tago, San Miguel, Cantilan, Cortes and Tandag City. These are but a continuation of the massacre committed by the 402nd Bde-Magahat in Han-ayan, Diatagon, Lianga which resulted to the killing of 3 Lumad-leaders and the evacuation of almost 500 families last September 1, 2015. They have also extended psywar/COPD operations in almost 50 barrios in Surigao del Sur.
Since the second week of February 2016, the AFP has launched another series of brutal attacks in the mountains of Kitcharao, Agusan del Norte and Alegria, Claver and Gigaquit in Surigao del Norte. According to the report of NPA-Front 16, the AFP bombed and fired canons in the mountains last February 16-23, hitting areas near Lumad communities. Almost 20 large bombs were dropped by the Philippine Air Force and 13 canon projectiles were fired by the 29th IB, terrorizing civilians living near the bombarded area.
The operating troops of the AFP committed human rights violations and violations of the laws of war. According to reports of comrades in Front 16, 5 farmers gathering abaca in Brgy. Hinimbangan, Kitcharao, Agusan del Norte were beaten by the army last February 11, while another farmer from Brgy. Camam-onan, Gigaquit, Surigao del Norte was detained and interrogated for 5 hours last February 22. The body of a Red fighter who was killed in an encounter in the mountains of Brgy. Camam-onan last February 10, was buried by the enemy and until present time, has not been found by the family.
NPA-Front 16 has also learned that Scout Ranger troops from Luzon participated in the recent operation for their ‘test mission’. Recall that last October-December 2015, 2 Scout Ranger “test missions” were launched one after the other in the mountain areas of Surigao del Sur, Surigao del Norte and Agusan del Norte. This shows that Caraga has been turned into a training ground for brutal “special troops” of the AFP.
The NDF and NPA in NEMR renders its highest salute to Ka Mitchie, Ka Diego and Ka Joshua – revolutionary martyrs of 2016. Their lives were not for naught as they died advancing a just war for the peoples liberation.

40 KA PANAGSANGKA NAHITABO SA NEMR SULOD SA BULAN PEBRERO
Mokabat sa 40 ka panagsangka ang nahitabo tali sa BHB-NEMR ug sa mga pasistang tropa sa AFP ug CAFGU sulod lang sa Pebrero 2016. Pinakasibaw niini ang nahitabong 19 ka banatan sulod lang sa usa ka adlaw niadtong Pebrero 25 atol sa gilunsad nga dungan-dungan nga atake sa BHB-NEMR batok sa mga kampo sa Army-CAFGU, ug mga tropa sa AFP nga nagahimo og pagpamomba ug pagpangsaywar (COPD) nga mga operasyon. Miresulta kini sa pagkapatay sa 19 ug pagkasamad sa 8 ka tropa sa AFP-CAFGU, wala pa’y apil sa ihap ang ilang mga kaswalti nga gihilom sa pagpagawas. Sa panig sa BHB, 3 ang mabayanihong nakalas ug 3 ang nasamdan.
Gilunsad sa BHB-NEMR ang mga banatan isip aktibong pagsukol ug pagdepensa batok sa sustinidoug bangis nga pagpangatake sa AFP ilabina sa kabukiran sa 4 ka probinsya sa Caraga. Partikular sa Surigao del Sur, halos wala na’y hunong ang pagpangatake sa 402nd Bde sa mga kabukiran sa Lianga, San Agustin, Marihatag, Cagwait, Tago, San Miguel, Cantilan, Cortes ug Tandag City. Kasumpay kini sa gihimo sa 402nd Bde-Magahat nga masaker sa Han-ayan, Diatagon, Lianga nga miresulta sa kamatayon sa 3 ka lider-lumad ug pagbakwit sa mokabat 500 ka pamilya niadtong Septembre 1, 2015. Gipakaylap usab nila ang operasyong saywar/COPD sa mokabat 50 ka baryo sa Surigao del Sur.
Sugod ikaduhang semana sa Pebrero 2016, gilunsad usab sa AFP ang laing hugna sa bangis nga pag-atake sa mga kabukiran sa Kitcharao, Agusan del Norte ug Alegria, Claver ug Gigaquit sa Surigao del Norte. Subay sa report sa BHB-Front 16, kaniadtong Pebrero 16-23, gihimo sa AFP ang pagpamomba ug pagpangkanyon sa kabukiran nga miigo duol sa mga komunidad sa lumad. Mokabat sa 20 ka dagkong bomba ang gipanghulog sa Philippine Air Force ug 13 ka bala sa kanyon ang gipabuto sa 29th IB nga nakahatag og grabeng kalisang sa mga sibilyan nga nagpuyo duol sa nabuthan.
Gihimo na usab sa mga nag-operasyon nga tropa sa AFP ang pagpangyatak sa tawhanong katungod ug paglapas sa balaod sa gubat. Sumala sa report sa mga kauban sa Front 16, 5 ka mag-uuma nga naghag-ot og abaka sa Brgy. Hinimbangan, Kitcharao, Agusan del Norte ang gidagmalan sa mga army kaniadtong Pebrero 11, samtang usa ka mag-uuma usab sa Brgy. Camam-onan, Gigaquit, Surigao del Norte ang ilang gidakop ug gipulipulihan og interoga sulod sa 5 ka oras kaniadtong Pebrero 22. Ang usa ka Pulang manggugubat usab nga nakalas sa engkwentro sa bukid sa Brgy. Camam-onan kaniadtong Pebrero 10, gitaguan sa kaaway ang patay’ng lawas ug hangtod karon wala pa nakaplagi sa nangita ngapamilya.
Nasuta usab sa BHB-Front 16 nga kining ulahing operasyon, kuyog ang mga tropa sa Scout Ranger gikan sa Luzon nga nag ‘test mission’. Kahinumdoman nga kaniadtong Oktubre-Disyembre 2015, duha usab ka hugna sa ‘test mission’ sa Scout Ranger ang sunod-sunod nga gilunsad sa kabukiran sa Surigao del Sur, Surigao del Norte ug Agusan del Norte. Nagpakita kini nga ang Caraga gihimo nga usa ka bansayanan sa kabangis sa mga giilang ‘espesyal nga tropa’ sa AFP.
Ginapadangat sa NDFP ug BHB sa NEMR ang pagsaludo kanila ni Ka Mitchie, Ka Diego ug Ka Joshua nga nahimong mga rebolusyonaryong martir niining Pebrero 2016. Ang ilang kinabuhi wala nakawang tungod kay namatay sila nga nagpaasdang sa makatarunganong gubat alang sa pagpalingkawas sa katawhan.
